Executive Order #015

The Office of the General Secretary May 21, 2018

An Order to henceforth permanently safeguard the democratic rights of the citizenry, from the risk of vote manipulation.​

By the authority vested in me as General Secretary of The Communist Bloc by the Constitution and the laws of the People's Republic of The Communist Bloc, I hereby order as follows:

Executable actions

1: From this point forwards, so long as the administrative council retains the technical ability to support the feature, all votes as outlined below, taking place within The Communist Bloc shall be set to NOT reveal the results of voting to any party, until the poll has ended.

2: From this point forwards, so long as the administrative council retains the technical ability to support the feature, all votes as outlined below, taking place within The Communist Bloc shall be set to NOT reveal the identity of the voters to any party other than the Administrative council, or the Judiciary as part of an ongoing case.

3: The items mandated above, as listed in 1 & 2, shall specifically apply to:

  • i) Any Vote concerning either an election to, or removal from the Central Committee.
  • ii) Any Vote concerning either an election to, or removal from the Executive Branch of government.
  • iii) Any Vote concerning either an election to, or removal from the Judicial Branch of government.
  • iv) Any public referendum that is put to the bloc's citizenry concerning TCB governmental policy.
  • v) Any public referendum that is put to the bloc's citizenry concerning appointments to (or removals from) any part of TCB government.
  • vi) Any public referendum that is put to the bloc's citizenry concerning constitutional change.
  • vii) Any public referendum or public vote, that is put to - or originates from - the bloc's citizenry, concerning Legal challenge, reform or repeal.

4: The items mandated above, as listed in 1 & 2, shall specifically NOT apply to:

  • i) Any Vote concerning either an election to, removal from, or policy change within, any political party - unless said party wishes this to be the case.
  • ii) Any Vote concerning either an election to, removal from, or policy change within, the administrative branch - unless said branch wishes this to be the case.
  • iii) Any Vote held using the regional poll facility within nation-states.

5: This Executive Order goes into effect immediately upon signature of the General Secretary.

6: This Executive Order may be neither repealed or modified without a two thirds majority in a public referendum.
